JAFZA (Jebel Ali Free Zone) warehouses have floor specification requirements that appear in lease agreements and facility handover documents in ways that confuse tenants and contractors alike. The language is often vague—”industrial-grade coating,” “dustproof surface,” “anti-static where required”—but the inspection criteria at handover are more specific than the lease language suggests.
What JAFZA Warehouse Floor Requirements Actually Mean
“Industrial-grade coating”: In practice, this means a minimum 2mm self-levelling epoxy or polyurethane coating in good condition (no active delamination, blistering, or cracks wider than 1mm). Untreated concrete surface fails this standard at handover.
“Dustproof surface”: Densified concrete sealer meets this requirement but is the minimum. Epoxy coating is preferable and expected in logistics and manufacturing units. Light storage units may pass with densifier only.
“Anti-static where required”: Electronics, semiconductor, and certain chemical storage units require ESD-rated flooring. ESD requirement is in the JAFZA fit-out requirements document specific to the unit’s designated use class—check your unit’s use class documentation.
Civil Defence Requirements for JAFZA Floors
Dubai Civil Defence requires coatings in fire-risk storage zones to meet ASTM E84 Class B flame spread index (≤25) or EN 13501-1 Bs1d0 classification. Request the relevant fire classification report from your coating supplier—this is distinct from the general performance TDS and is frequently missing from contractor submissions.
Tenant vs. Landlord: Who Specifies and Who Pays?
Standard JAFZA lease: landlord delivers raw concrete floor; tenant is responsible for fit-out including floor coating per JAFZA technical requirements. At lease end, tenant must return floor in original or better condition. Cost of floor coating reinstatement at end of lease: AED 75–140/m² (depends on existing condition and new tenant requirement).
For new tenants taking an uncoated shell: budget AED 85–140/m² for standard self-levelling epoxy, or AED 110–170/m² for ESD or chemical-resistant system, installed.
